This work is a result of a study which aims to closely observe the implementation of the participatory budgeting and its respective impact over the Social Welfare in the municipalities which have adopted such policy. The approach used in the data evaluation makes use of the method differences-in-differences (DD) with panel data. It was built up a database with information provided by FINBRA, covering a period ranging from 2003 to 2012. To assess the impact of the variables to the analysis of this study, we used data related to the municipal spending on education, health, culture, housing, urbanism, sport, leisure and social assistance. The results obtained from the estimation for the per capita expenditure model for the municipalities which implemented the Participatory Budget, show that there was a significant and positive impact on social welfare in the quality of life of their citizens including, in the above mentioned model, the city of Fortaleza.
