The objective of this research deals with the valorization of the historical site listed in Sobral/Ce. The urban set of Ceará was protected by IPHAN in 1999, from when it became an object of urban management processes and public and private investments through the intense proposal and elaboration of projects of conservation, restoration, adaptation and recovery of old buildings and urban sectors , as well as of others of urban and landscape nature. The objective was to integrate the urban area endowed with historical and artistic values to the dynamics of the city, the largest urban center in the northern area of Ceará, through the celebration of partnerships between Sobral City Hall and its public and private partners. The city sought to provide the city, through the urban planning bias (PROURB / Urbis Program) and the preservation of the built heritage (buildings detached or merely part of the urban historical site), of relevant functions that ensure the fulfillment of certain demands of the community of Sobralense. In order to do so, it was also sought to report the entire trajectory of the group, from the date of its registration to the present date, with a list of the works and interventions carried out by the various municipal administrations. The result of all this effort was a dynamic space with elevation of the real estate values of the areas and properties of the historical site of Sobral, a phenomenon that is difficult to achieve in the context of the Brazilian urban preservation, traditionally marked by the devaluation and decline of historical urban areas, especially the central ones. With this research, we tried to show that it is not tipping the villain in the processes of urban and / or urban preservation, but rather the lack of public and private investments motivated by wrong or nonexistent urban planning and management guidelines. |
