The aim of this study is to systematize and make spatial analysis of indicators of sustainable development at Ceará’s cities and identify public policies that are applied to combat inequality in municipal development. The central purpose of this research is to identify and analyze the differences between cities in the development process. The research is exploratory and quantitative, developed through analysis of secondary data acquired in the database of the Brazilian Institute of Geography and Statistics, Institute of Economic Research and Strategy of Ceará and Objectives Development Goals Portal. Quantitative methods of analysis were descriptive statistics, confirmatory factor analysis, exploratory spatial data analysis and spatial modeling, which were used, respectively, to calculate sustainability indexes (overall and by dimensions), to identify the spatial dependence of this development and to analyze the influence of public investment in the development of the municipalities. The results have shown poor development of municipalities of Ceará, with the best developments in more urban areas, which have industrial concentrations, with have easy access to power, sewer, water and education. In this context, there is an adjustment of federal public policy to the needs expressed by municipalities, in short, need a restructuring of infrastructure to develop a sustainable growth. |
