Resumo: The presente research study entitled "Evaluation Study of the surveillance health of food as a primary function in health protection in the municipality of Fortaleza" is inserted in the research line Public Policies and Social Changes of the Professional Master in Evaluation of Public Policies. The objective of the study is to evaluate the function of food health surveillance inspection as a fator of public health protection. The study will be developed using bibliographic and documentar research, associated to the descriptive study with qualitative approach developed by Professors Maria Ozarina da Silva e Silva and Maria Cecília de Souza Minayo. The data will be collected through semi-structured interviews and documental analysis. The questionnaire will be directed to the Sanitary Surveillance inspectors of Fortaleza, specialists in the 2010 contest. The themes developed for theoretical basis were: development of sanitary surveillance in Brazil, re-democratization of Brazil and sanitary reform in the construction of social rights, consumer health defense, the spheres of government and its responsibilities, the Stateand its power of administrative police, food security, inspection of sanitary surveillance of food and food transmitted diseases. The purpose of this work is to provide a clarification and disclosure of the role of the Sanitary Surveillance in its surveillance performance in the defense of public health, as well as a reflection on the capacity of this defense, in face of the varied realities that presente themselves as a risk to the population's health, especially in the área of food. In view of the results, it can concluded that VISA inspection of food has a positive impacto n the defense of the population's health, even having to face numerous difficulties: structural, lack of training, lack os security. The inspection of urban activities and sanitary surveillance in the city of Fortaleza reached a new level with the arrival of a new technical body and the creation of AGEFIS. There were advances, but there are still many issues to be corrected, improved, and many points to advance.
