A prisão ressocializa? Os indicadores utilizados para mensurar as políticas públicas carcerárias voltadas à ressocialização no Ceará entre 2012-2022: análise e proposta de intervenção

Resumo: The dissertation seeks to answer the following question: do the indicators used to measure prison public policies focused on resocialization in Ceará between 2012 and 2022 demonstrate the accomplishment of the resocializing function of prison? From this questioning, three specific objectives arise: to introduce the positions of critical criminology theories regarding the function of social control of a prison and the possibility of promoting social reintegration; to understand in a theoretical way in which public policies focused on resocialization consist and if they are able to achieve the proposed end and; to identify the indicators used in Ceará between 2012 and 2022 to measure prison public policies focused on resocialization, verifying if they demonstrate the fulfillment of the resocializing function of the prison. To achieve the proposed objectives, it is necessary to develop multi-method research. The research is developed through predominantly qualitative research with a bibliographic basis, with the use of qualitative and quantitative empirical methodologies. Requests for information are made based on the Access to Information Law and time series analysis of secondary quantitative data provided by the Secretariat of Penitentiary Administration, Information System of the National Penitentiary Department and Prison System in Numbers of the National Council of the Public Ministry. In response to the proposed questioning, it is identified that the indices used to measure the prison public policies focused on resocialization are not adequate to demonstrate the possibility of fulfilling the resocializing function, which supports the arguments presented by critical criminology theorists. For this reason, it is presented as an intervention proposal for the use of recidivism indicators by state governments as a way to evaluate the development of prison public policies, especially those aimed at resocialization.
