Resumo: The National Policy on Solid Waste came with the purpose of solving the needs of a society marked by the problem of solid waste management. A crisis caused by population growth, the adoption of unsustainable consumption patterns has led to the production of solid waste in alarming quantities, requiring the adoption of a complex implementation of measures that ensure its environmentally sound final destination. The National Policy on Solid Waste aims at the social inclusion and economic emancipation of the pickers of recyclable materials aiming to repair a social issue marked by poverty and inequality. Thus, the collectors of recyclable materials in the eyes of the law are viewed with economic and social relevance, as well as environmental. Given this context, the research seeks to understand how the inclusion process occurs through the view of recyclable material collectors with the following concern: What is the understanding of recyclable material collectors about the social inclusion process inserted in the PNRS? Thus, the analysis is performed on social inclusion with the thread of complex thinking. The research seeks to understand the relations between gender and sexual division of labor in the daily life of women waste pickers. The method used was the hypothetical-deductive. The scenario chosen for the field research is an association of the city of Fortaleza belonging to the Network of Waste Pickers Solid and Recyclable of the State of Ceará. The emphasis of data collection is with semi-structured interviews, with questions divided into blocks: life trajectory; work trajectory and association trajectory. As a result of the research, it appears that the intervention measures, with regard to social inclusion, within the scope of the PNRS, fall short of the responsibility shared between public authorities and society, as the reality experienced by waste pickers in the country daily work and social corroborate a scenario of exclusion and inequality.
