The institutionalization of evaluation in primary care has been discussed by the Ministry of Health as an important element of team qualifying, which led to the launching of strategies such as evaluation for Family Health Strategy Quality Improvement (AMQ-ESF), which has as an object to foster an evaluative culture in the everyday service environment, with a focus on self-management and quality. We have as an objective to analyze the AMQ-ESF’s implementation and its relation to the institutionalization of evaluation in small and medium municipalities in Ceará. We performed a study with a qualitative approach in the period from April 2011 to February 2012, with primary care coordinators and organizers of micro regional AMQ Ceará. The techniques used were semi-structured interview, revision of documents and observation. We use discourse analysis as a reference and technical analysis. Ethical principles were taken into account in accordance with Resolution 196/96 of the National Health Council. From the study we infer that the object evaluation has already institutionalized in primary care is based on the measurement and comparison of quantitative indicators. The AMQ was shown as a potential instrument for equating problems related to work processes, and guiding the consolidation of the inversion model of health care from primary care, although it has not been configured as a strategy of systematic evaluation in primary care. The main limiting factor identified was the lack of targeting of financial resources, "human" attached to AMQ, contributing to inducing the strategy to point out problems but not directing to its resolution, limiting its credibility within the local teams and municipal management. |
