Avaliação do Programa Municipal De Manutenção e Desenvolvimento do Ensino (PMDE) de Fortaleza-CE sob a perspectiva da gestão democrática

Resumo: In order to finance education policy, article 212 of the Federal Constitution of 1988 establishes the financing of education resources, guaranteeing minimum percentages of tax revenue for the maintenance and development of Brazilian public education. Considering these factors, this research aims to understand the significance of the Fortaleza-CE Education Maintenance and Development Program (PMDE) when it is guided by democratic school management. It should be noted that the perspective adopted for this study is in-depth evaluation, which, according to Rodrigues (2011), is a broad, detailed and dense evaluation whose fundamental reference is to develop interpretative approaches when searching for meanings of the policy under study. From the point of view of democratic management, we also took into account how access to information and transparency in the school, the autonomy of the school unit, the participation of the school and the collegiate bodies of the Program under study. Specifically, we aimed to a) analyse the technical process of composition and application of the PMDE relating to its implantation and implementation during the period 2015-2024; b) ascertain, through documentary data, whether school management practices show school autonomy, information, transparency and the democratic participation of segments related to the execution of the PMDE; and finally, c) evaluate the possible effects of the transfer and systematization of the PMDE on municipal public education in Fortaleza, as well as whether they interfere positively or negatively in the administrative, financial and pedagogical aspects of the school units analysed. In order to achieve the objectives set for this work, we opted to carry out a methodological approach that is characterized as qualitative, consulting the relevant legislation and specialized literature. In addition to the literature review, for data collection and analysis we sent the managers of the schools in the sample an online questionnaire with open and closed questions. The results showed that the PDME is an important supplementary source of funding and is one of the main policies for financing municipal education in Fortaleza. Reflecting on the contributions of the democratic management of educational financial resources earmarked for public education in the municipality of Fortaleza-CE, we found that the current municipal legislation proposes giving greater autonomy to school management, enabling the school itself to deal with small daily demands, thus favoring the teaching-learning process. In view of this, it can be concluded that a set of democratic actions on the part of the management, such as the appropriation of technical and procedural knowledge about the management of public resources, the broadening of knowledge about aspects relating to the budget, procurement rules and accountability, are essential factors if the actions implemented by the PMDE are to promote quality education for all those who benefit from it.
