Distribuição espacial do FNE sobre a renda e o mercado de trabalho: análise na área de atuação da SUDENE

Resumo: In Brazil, the processo of economic growth took place asymmetrically, so that the northeast region, in particular, was one of the least favored regions in this process. In this contexto, the Constitutional Financing Fund for the Northeast (FNE) was created, whicth aims to mitigate social and regional inequalities, becoming the main financial mechanism of the National Policy for Regional Development (PNDR) for the region. In view of the importance the FNE, this research aims to analyze the spillover effect of the FNE on the labor market and on the per capita GDP of the municipalities belonging to the area of operation of the Superintendence of Northeast Development (SUDENE), for the years 1989 to 2019. The values and quantities of operation of the FNE, extracted from the statistics of the Banco do Nordeste do Brasil (BNB), Agricultural Production (PAM) and the Production of the Municipal Livestock (PPM), respectively, and data referring to employment (salary mass and number of active contracts) extracted from the microdata of the Annual Social Information List (RAIS). Spatial correlations were verified using univariate global Moran statistics, bivariate cross-section and panel data. The results point to a spatial correlation for crosssection estimation. However, in panel data, there was correlation only for the variable GDP per capita.
