The purpose of this study is to assess the extent to which public policies for environmental education have managed to accomplish the constitutionally recognized principle of sustainable development. Assuming that sustainable development, a multifaceted concept that has become a desired goal by the international community and Brazilian legal system to overcome the environmental crisis, must overcome the discursive level in many situations. In order to do so, besides the legal positivation of the term, it is necessary a way of thinking that understands the complexity of man, the reality and the environment, which is achieved by an Environmental Education that aims to build sustainable societies. In this context, the study initially presents the standards of knowledge and development as causes of the environmental crisis, in response to which sustainable development was established. Then, environmental education for sustainable development is exposed in theoretical and legal aspects, taking as its starting point the complex thought. Finally, we evaluate the implementation of environmental education programs and government actions that relate educational process to the achievement of sustainable societies, with emphasis on the reality of Fortaleza city, showing, in the end, proposals to improve educational policy's potential to contribute to the achievement of sustainability. We conclude that, despite Brazil has been pioneer in formulating a National Policy for Environmental Education, which was followed by some federal states, to educational public policies make people capable of effecting sustainability, it is necessary to do more to stimulate natural and social diversity, as well as the dialogue with society, especially concerning the city of Fortaleza. The research is based on descriptive, explanatory and dialectical methods and relies on bibliographic and documentary data and also field notes. |
