Resumo: INTRODUCTION: early intervention programs aim to minimize child development delays and promote overall family health and performance. The organization of these services has gone through different stages over the years. The International Classification of Functioning, Disability and Health (ICF) allowed the incorporation of the biopsychosocial model in the planning of interventions. OBJECTIVE: to analyze the temporal evolution of the functioning approach in early intervention programs using the ICF as a reference. METHODOLOGY: an integrative review and a systematic review were carried out in the Scielo, PEDro, Lilacs, PubMed, EMBASE, CINAHL AND CENTRAL databases with the search strategies: "child development" AND "early intervention" AND functioning; "child development" AND "early intervention" AND disability; "child development" AND "early intervention" AND disabilities. Inclusion criteria were: clinical trials that studied early intervention practices in children up to 6 years of age. RESULTS: 23 articles were included in the integrative review and 56 in the systematic review. The influence of the biopsychosocial perspective was observed in the structuring of most intervention programs included since the 1980s, but even the most recent studies do not contemplate functioning in its entirety. CONCLUSION: as the family assumed the leading role in conducting the interventions, the programs began to individualize care according to the specific needs of each one. The linking of early intervention outcomes to the ICF made it possible to identify that functioning was partially addressed over the years by early intervention.
