A compreensão de participação dos membros gestores do comitê da sub-bacia hidrográfica do rio Salgado : um enfoque para a promoção da saúde

Resumo: The water for human consumption it’s becoming one of the growing concerns of the new millennium. When it comes to water administration, the river basin was adopted by Integrated System of Water Resources as management unit with the river basin committees as its fundamental element. These committees are considered one of the most important instances of participation and planning integration and of actions in water resources area. It is fundamental that their members understand the relevance of the participation process in the decision making for the best use of water and for the necessary investments around this basin. This study aimed to understand the meaning of participation for the Salgado Sub-River Basin Committee members supporting health promotion for a sustainable atmosphere when it comes to water resources. A qualitative study was carried out in the period from March to October 2008, in the context of the Salgado Sub-River Basin. The members of the Salgado Sub-River Basin Committee participated of the study together with 18 informers of the micro basin three that represent the municipal districts of Crato, Juazeiro do Norte and Caririaçu in Ceará. The data were collected through interview applying leading questions and were analyzed through the Collective Subjects Discourse. To assure the ethical procedures this research was submitted and approved for the Ethical Committee of the Federal University of Ceará, protocol number 19/08. The results revealed that participation is understood by the group as social conscience, collectivity representation, directing information and local subjects for collective discussion, to know to listen and discern the best. The difficulties pointed were: the lack of infrastructure that guarantees the members locomotion, as well as difficulties of communication, training and information. The facilities pointed were: personal motivation, dialogue and freedom to manifest demands, which demonstrates several forms of participation, some times discussing other times silencing to reflect and decide what is better for collectivity. These people can take hold of knowledge and take care of their surroundings, aiming actions that seek health promotion of the families that are part of the inclusion area of the Salgado Sub-River Basin.
