The main purpose of this research is to propose a model to control the financial resources generated by Institutions that provide support within Federal University of Ceará (UFC). The proposal was based on the procedures that would have to be used from the organizacional context of the UFC, with intention to offer a greater transparency upon the application of the projects resources, which financial management is carried through the Institutions of Support within UFC. In order to have a control more effective, it is suggested to increase the staff members in the unit of Internal Auditorship of the UFC. The importance of such model goes beyond the control of the financial resources; it tries to find an alternative way of financing since the constant reductions of the financial resources that comes from Federal Government. To validate this study, was conducted a bibliographical revision of the available reading about this regard including a datacollecting with a survey applied to the controllers of those institutions within UFC. The conclusion of the research indicates that the current actions and tools of control of these generated financial resources could be better in order to improve the efficiency and the effectiveness of the financial resources management. This proposal will be able to bring advantages to university, since it realizes an effective control of the financial resources generated in the Institutions of Support within UFC, the control of its staff members and also the control of the research projects, extension and in progress graduate programs.
