The present study addresses the impact of the Covid-19 pandemic in Brazil, focusing on the municipality of Maracanaú-CE. The Brazilian government's responses are explored here, especially Law No. 13,979/20 and Complementary Law No. 173/2020, which aimed to mitigate the economic and health effects of the crisis. Complementary Law 173/2020, which established the Federative Program to Combat Covid-19, is highlighted as a key legislative milestone, providing financial restructuring and support measures for federative entities. This study aims to evaluate the effectiveness of the use of financial resources transferred to Maracanaú-CE, emphasizing compliance with constitutional precepts and the extent to which the population's needs were met. The analysis focuses on Maracanaú's budget execution, in the context of federal financial aid, and the efficient management of these resources, highlighting the importance of intergovernmental cooperation and rigorous supervision to ensure efficiency and effectiveness in the use of funds. The survey details the use of resources in the health sector in Maracanaú, providing an understanding of the impact of Complementary Law 173/2020 on the management of the health crisis. The study is essential to face challenges posed by the pandemic at national, state and municipal levels, promoting the well-being of the population and a fairer society |
