Resumo: Providing the structuring of tourism for the visitation in the state of Roraima requires planning, public policies and directed actions in order to overcome the existing limits, be they social, economic, cultural or environmental. The main scope of this work is the study of tourism public policies in Roraima, which has been worked by its local artisans under a series of paradigms. The general objective was to understand how tourism policies (from the national, state and local spheres) were articulated in the sense of designing the municipalities of Roraima as tourist centers, becoming tourist regions through the Program of Regionalization of Tourism - PRT. The analysis of these tourism policies undertaken in Roraima, in order to design it as a national tourist destination, found several bottlenecks, projecting a concept still little treated by the academy, which concerns the time of tourism. Still in this motto, the study sought to understand the aspects of the construction of Roraima as a tourist destination, the role of the capital Boa Vista as a destination for regional tourism, the configuration set up for municipalities as tourist centers, the main attractions of each tourist region of the state, its current and potential tourist segments and public policies in order to make this activity viable, identifying scenarios, bottlenecks and conducting the whole context assumed by the decentralization of the political decisions that involved the community, government and private initiative . For that, the methodology employed consisted of a systematization of data, obtained by the literature review, hemerographic research in the Folha de Boa Vista newspaper, interview with the members of the Roraima Tourism Forum, analysis of official documents and projects made available by the Ministry of Tourism MTUR), the Department of Tourism of the State and its municipalities, in order to identify what actions and policies were planned with a view to the tourist scope of each region and tourist nucleus. The data were systematized in three categories of analysis and discussed (Tourism in Roraima, Tourism and Development Policy). The results point to a series of disjointed actions that could not provide the necessary conditions for tourism to develop fully in Roraima, such as national policies that were not adapted to the regional reality, the difficulties of the tourist centers operating in the time of tourism and the absence of resources and social capital capable of integrating all these intricacies. Add to this the characterization of the tourist product of the state that does not accept its real vocations, so that the institutional apparatus needs to be structured in order to make the tourism can happen approaching the tourism time of the social time of Roraima. The result obtained with the thesis suggests the construction of a participative and truly regionalized planning model that includes the socioeconomic and tourist dynamics of the municipalities and their regions, allowing the construction of guidelines that are truly capable of constructing community-based, participatory and results to the maximum of social actors.
