The general objective of the thesis is to analyze the importance of Brazilian municipal educational management. In all development policies, education is placed as the central point. The State as promoter should have the concern to ensure the conditions of improvement of educational rates. The first chapter of the thesis, identify whether school infrastructure and public investments in education contribute to a significant increase in educational performance. It is believed that investigating the reality of Brazilian schools is essential because it enables specific actions capable of promoting quality education for all. Based on information on education expenditures, Ideb and on the schools obtained in the School Census of Basic Education for the years 2007 and 2017. Using this data was constructed the index of school infrastructure and then estimated models of regression for each Brazilian federal unit. The main results showed that the implementation of infrastructure by the municipality influences the quality of education. In general terms, this also means that the municipality reduces its capacity to interfere positively in the application of resources destined to education when it lacks educational mechanisms. In the second chapter, considering the objectives of the Bolsa Família Program, it is expected that the program to go beyond poverty reduction (in a minimalist perspective of income deprivation). It is also believed to promote changes in public education indicators, a segment that receives the majority of children from beneficiary families. Unlike most of the studies that evaluate this program, the work seeks to focus the impact on education. The chapter objective of this study is to evaluate if, and in what way, the Bolsa Família Program contributed to improving the indicators of early childhood education and basic education in the Brazilian States. With the estimation of regression models with data in Panel for period from 2005 to 2014 it is expected to verify if the resources of the PBF were able to influence the behavior of the educational indicators in Brazilian units. Therefore, it is intended enhance the impact of the PBF in promoting a more inclusive and better quality education. To awaken states to the need to create mechanisms that favor the effectiveness of social policies carried out by the federal government. Finally, the third chapter, aims to analyze whether the adoption of municipal management instruments influences the implementation of local educational measures. Two aggregate indices were constructed: Municipal Education Management Index and Education Measurement Adoption Index. Subsequently, regression models were estimated for each Brazilian federative unit. The main results showed that the implementation of educational measures by the municipality depends on the adoption of education management instruments. In general terms, this also means that the municipality reduces its capacity to interfere positively in the application of resources destined to education when it lacks management mechanisms such as Education Secretariat, Municipal Education Plan and Municipal Education Councils. |
