Resumo: The COVID-19 pandemic wrought havoc on global health systems and economies, with Brazil being no exception. The initial wave in 2020, characterized by the imposition of mobility restrictions, significantly impacted employment and altered occupational practices. The present dissertation seeks to evaluate the ramifications of the pandemic on the local economies of Brazil, specifically focusing on geographical strata delineated by the Brazilian Institute of Geography and Statistics (IBGE). Utilizing data from IBGE regarding unemployment and health issues, sourced from Datasus, this study employs an innovative machine learning methodology devised for the construction of counterfactuals. The findings suggest that the economic repercussions of the COVID-19 disturbance differed markedly across the Brazilian regions. The most substantial employment reductions were observed in areas with heightened risks of social congregation and pre-existing labor market vulnerabilities. These outcomes underscore the necessity for policy interventions tailored to the disparate economic landscapes shaped by the pandemic.
