Water is the basic input of the survival of all species and indicator of the development of a region which needs special attention in its management aimed at them in quality and quantity. It is indeed true that the Northeast is subject to periodic droughts. These climatic irregularities mainly affect the poor families of the affected areas. Due to environmental problems and socio-economic caused by droughts that have occurred in the semi-arid, and particularly in the state of Ceara, is a necessary technical and scientific characterization, through indicators hydrological and socio-economic, enabling over the time, a continuous and consistent monitoring of these natural disasters. This work has as main goal the characterization of hydrological impacts and socio-economic basin in the High Jaguaribe. For the characterization of drought indicators have been selected as the hydrological and rainfall average index of aridity, and socio-economic indicators such as the production of grain, GDP and IDM. It proposed the establishment of experimental indexes of drought and hydrological drought socioeconomic status. The analysis of these indices indicates a lower socio-economic vulnerability of the municipalities under study.
