Resumo: This work is a study on bullying in higher education institutions, which has become an increasingly relevant subject of discussion as one of the predominant phenomena in educational organizations due to its consequences on the personal and professional life of the worker. It is a broad and complex phenomenon, with impacts of varying degrees according to each situation, generating numerous consequences, such as damage to the victim's health, evidencing its scope far beyond the relationship between harasser and harassed, and may take on greater dimensions affecting both the organization and society as a whole, which reverberates in the quality of life at work. In this sense, this research aims to investigate the degree of understanding of the Technical Professionals of Higher Education (PTES) of the University of the State of Mato Grosso (Unemat) regarding moral harassment. In the theoretical basis on moral harassment its origins and concepts are analyzed; characteristics, lines of harassment and consequences of practices. It is a descriptive research, with a qualitative and case study approach, using the Delphi Method for the analysis, from a study that has, as sample universe, 281 collaborators from Unemat, using an intentional non-probabilistic sample composed of 39 collaborators, from the application of an open questionnaire sent by e-mail. The results of the research indicate that there is a consensus regarding the perception of the concept of moral harassment in the work environment, but that there is a misunderstanding regarding the perception as to duration and frequency, as well as the recurrence in acts of harassment. In the face of this verification, we propose mechanisms to combat and prevent moral harassment practices in the state public sector.
