This work intends to classify the growth of Brazil, regions and states of the nation during FHC (1995-2002) and Lula´s government (2002-2008), and the whole period (1995-2008),from the perspective of being in favor of the poor, not poor or so called Trickle-Down, which is nothing more than growth with poverty reduction and an increase in inequality. Three methodologies were used: (i) growth elasticity of poverty and inequality, according to Datt and Ravallion (1999) and decompositions proposed by Besley, Burgess and Volart (2005), (ii)Poverty Growth Curve, according to Son (2003), and (iii) the Pro-poor Growth Index, according to Kakwani and Pernia (2000), after the Shapley decomposition proposed by Shorrocks (1999). It was used the PNAD's as data base, from household perspective. Thus, this work analyzes growth and income distribution among the households, as well as household’s poverty. Although not a specific objective of the study, it was noticed a convergence of results of the three methods in order to describe the growth of the Northeast (and their states) as less effective in reducing poverty indicators analyzed – FGT (0), FGT (1)and FGT (2) – comparing to other regions of the country (and their states). This fact explains why the region and its states least reduced these rates in relation to the rest of the country. |
