Resumo: The scope of this research sought from the presentation of the historical fabrications of early childhood education, to understand its role, in the contemporary context, interweaving ideas to smooth the routine and the learning developed in the CEI Manoel Malveira Maia, belonging to the public network, in the city of Fortaleza / CE, and its relevance, as an instrument of social democratization of education. Taking as its driving force the following question: How are the historical and legal milestones of early childhood education intertwined with the pedagogical practices and routines of CEI Manoel Malveira? The aim was to seek, in times of social dispute, to understand the meaning of the educational environment, the understanding of the processes developed in this space and also the study of the guiding milestones of them, given the many challenges that are drawn in a horizon of profound changes or disassembly of the current school model. It is, therefore, a qualitative descriptive research, carried out through a case study that analyzes the main documents of the educational institution, such as the Political Pedagogical Project (PPP), Pedagogical Proposal and focuses on the narratives of the subjects of this space , that is, the participants in the educational process at the daycare center, in addition to presenting official documents and guiding texts that guide the discussion on the implementation and effectiveness of early childhood education in Brazil, which reflects on education, social participation and the democratization of the school. The study, therefore, was concluded from the description and analysis of the routines and the work developed at the Child Education Center, in addition to presenting the other functions of the space so that, based on these milestones, the importance of the educational space for children can be pointed out. very small, resulting in the discussion about the social role of the public daycare center.
