Resumo: |
The pandemic of COVID-19 was characterized as a Health Emergency by the WHO, itturns out that Brazil and some other countries in the world, were already suffering from a political and economic crisis, which led to the accumulation of social, political, economic disorders, sociological and the health risk brought by the COVID-19 Pandemic, all potentiallyaggravated by decisions taken by Public Agents and Managers at a Strategic Level (Republic President, Ministers, State Governors). It is these decisions, their bases and foundations or omissions that led to the emergence of the “Coronavirus CPI” in the Federal Senate, the legal and political environment are under analysis in the present work. In an infodemic environment, uncertainty becomes the only certainty. Bringing the need for Strategic Decisions, with a Judicial and Political action in a technical way, which considers its impact on public policies, ethically and based on scientific evidence, as a way to reconcile the right to Health with financial limitations, as well as with the Brazilian political and social reality. |
