Equidade de gênero no Poder Legislativo: avaliação da política de implementação das procuradorias especiais da mulher no Ceará no período de 2020 a 2022

Resumo: Gender inequality is one of the most persisting historical and cultural pillars in Brazilian society. Structural machismo (male dominance) and the patriarchal system, combined with the other discriminatory matrices are compulsorily linked to the social role pratics of female gender, impose multiple forms of violence on women who occupy ranges of power that naturalized as male. The integration of women to the role pratics of political power which are instrumentalized by democratic representativeness exposes the urgent need for public policies to encourage female participation in politics and, above all, institutional protection for those who already hold mandates or enter positions or take responsabilities on public administration. According to the Superior Electoral Court in 2022, women represent 53% of the Brazilian electorate, however, they reached only 15% of representation in the Federal Chamber in the current legislature period. It is known that, as a rule, public policies that aim to remedy this reality are primarily developed by federal, state and municipal executive powers. In order to investigate about overcoming the limiting perspective of competence of the three powers on implementation of initiatives about gender equity, encouraging women's participation in politics and promoting public policies for women, the present paper of work aims to evaluate the development of such initiatives from the performance of the Legislative Power, through the implementation of the Women's Specialized Attorneys in the State of Ceará, from the years of 2020 to 2022. The in-depth assessment, as well as the qualitative methodological instrumentalization, were used to investigate the categories of gender equity, political representativeness and public policies for women, which articulated to the evaluated public policy as the political, institutional and legislative repercussion for public policies for women at the municipal level, from the perception of the councilors as special attorneys for women. The dimensional construction of historical period, also its territory and subjects, were undertaken to evaluate the structural effects of one of the innovative policies for to promote gender equity in the policy deriving from the institutional Legislative Power in Brazil.
