Das políticas públicas à extensão: a trajetória das casas de cultura estrangeira da Universidade Federal do Ceará na história do ensino de línguas

Resumo: This study was guided by a descriptive perspective and a qualitative approach and intends to build an overview of linguistic policies and/or extension actions developed at Casas de Cultura Estrangeira (CCE) of the Ceará Federal University (UFC), in order to identify how this extension action influences both the academic community and the community in general; thus, the social reach and importance of the extension action aimed at the teaching of languages in these schools would be established. The current school units, as part of the administrative and academic structure of the UFC Humanity Center, constitute an extension project – possibly the longest-running project maintained by the federal government in the context of language teaching. The overviews which are presented encompass studies on public policies in general, as well as those dealing with public policies in Brazil, linguistic policies, linguistic policies for language teaching abroad and in Brazil and, finally, extension actions developed in the CCE. The research is based on document analysis, characterized by the search for elements that have not yet received any scientific treatment. The systematization and compilation of data takes place, for the most part, through the creation of tables, graphs and maps of the federation units, as a way of consolidating the information obtained. This makes it possible to analyze, discuss and record data. This systematization allowed us to verify that the actions developed within the scope of CCE, with regard to language teaching, have a positive effect on both internal and external care at UFC.
