Resumo: Accessing higher education is one of the main ways of emancipation, ascension and social insertion of the Brazilian population. In order to fill places in higher education, it has been observed a bias in universities to adopt other forms of access, mixed forms and /or selection processes for candidates. Said that, this research has as general goal to identify the ways to be admitted to state public universities in the country, with high marks in the General Course Index (IGC), evaluated by the Ministry of Education (MEC), which, in the perspective of its results managers, express democratization and the flexibility of the higher education access. We present as theoretical basis conceptual aspects of higher education, admission forms and public policies aimed at democratizing access to higher education in Brazil. This is an applied study, with a qualitative approach. As for the objectives, it is a descriptive-exploratory research and as for the technical data collection procedures, it is characterized as a survey. The research population consists of 16 managers, who are the Pro-Rectors of Undergraduate Education and the sample is of an intentional type, having as selection criteria the best state public universities in the country, considering the result considered, in 2018 - in the 4 and 5 bands - without General Course Index (IGC). As a data collection tool of the survey, a questionnaire of eight open questions was used, whose objective was to collect the perception of the subjects regarding the subject. The research brought out into open that, in addition to the traditional entrance exams, the institutions has adhered other forms of selection in their undergraduate courses, which are used in the way that best suits the interests and the specificities of each Higher Education Institution (IES). We observed that state universities are promoting changes in their selection processes in order to include, in fact, the historically excluded segments, thus showing the democratization of access to higher education. The other entry ways that has been introduced by universities were: the High School Serial Assessment Program (PAS), the results of the National High School Examination (ENEM), the Unified Selection System (SiSU), as well as the Scientific Olympics and the Transfers from other universities.
