Resumo: Increasing demand and growing uncertainty in water availability have put pressure on the water sector for new solutions that guarantee human supply. Innovation emerges, therefore, as the key to solving the problems of water access. In this context, in order to mitigate the risks of water scarcity in Ceará, it is necessary to establish an innovative ecosystem in the state. The objective of this work is to propose a robust methodology for the development of innovative technologies in public policies for the water sector in Ceará. To this end, a workshop was held with multidisciplinary specialists and an Innovation Agenda was defined. Next, a case study was carried out at the Water Resources Management Company (Cogerh) to choose, using multicriteria selection algorithms (Weighting Matrix, Topsis, Promethee, and Electre I), and subsequent implementation of a technological innovation project. The energy generation from floating photovoltaic panels, still unheard of in Ceará, was selected by the analyses. With the research results, a compendium of 32 guidelines was structured in the format of questions distributed in 4 main dimensions of the project - Regulatory, Technical, Social-environmental and Commercial. Finally, the concept of the Water Center was introduced as an interlocution platform between the different entrepreneurship agents in the state. In addition, the methodological adherence was tested and proved to be applicable outside the private business context.
