The contemporary accessibility planning paradigm refutes the idea that transportation is an end in itself, shifting the focus on individual mobility for levels of accessibility to urban functions perceived by individuals. This evolution in phenomenological understanding denotes a strategic character to the accessibility, being necessary to assess the alignment between their distribution and the strategic objectives of improving the quality of life and social justice. However, there are limitations in the comprehension of Justice applied to accessibility planning process that consequently leads to methodological limitations in understanding problems. In this context, it is held a conceptual discussion of the representation of Justice through the principles of Equality and Equity, highlighting the semantic and methodological different approaches arising from the specific differences of each principle. Finally, it is proposed a method for characterization and diagnosis of problems arising from the mismatch between the supply of access and the principle of Equity. |
