Resumo: The area of electrical power systems worldwide, particularly in developing countries like Brazil, has expressive importance because it is the basic input to industrial production. The new institutional model of the Brazilian electrical power sector has demanded greater competitiveness and larger amount of investment, which brings encouragement to the training of skilled people for current and future demands, in order to make possible the adequacy of existing methods and concepts to new operational and commercial technical challenges. The human resources management policies prevailing in the electricity utility companies have caused difficulties in recent years for the release of staff to attend training courses. In order to keep up the qualification and training activities, traditionally carried out in presence courses, the Virtual Learning Environments (AVA), such as Teleduc, Moodle and AulaNet, have been continually developed, tested and implemented for courses at distance. This dissertation presents a system designed for present and at distance training courses for professionals in the area of protection of electrical power systems. The tool has been developed in the Teleduc environment, and it offers modules with theory contents in the specific area and a power system simulator that can represent practical situations, designed for training engineers and technicians of the electricity sector. The integration of the simulator into the Teleduc interface for remote and shared operation represents a breakthrough in the teaching-learning process of technological education and vocational at distance.
