Cidade sustentável no planejamento governamental: análise sobre a eficácia do Programa "Viver melhor: desenvolvimento urbano e habitação no PPA 2020-2023 do Estado do Rio Grande do Norte

Resumo: The process of accelerated urbanization has brought about a new urban context, leading the international community to recognize imminent challenges and to consider new urban formulations in their global agendas. Within the concept of urban sustainability, the so-called Sustainable Development Goals (SDGs) from the United Nations' 2030 Agenda emerge, comprising integrated and indivisible goals with global reach and universal applicability, intended to be adapted to the specific development levels of each nation. Embedded in the Agenda 2030, SDG-11, whose content corresponds to the objective of establishing sustainable cities and communities, served as the basis for the innovative conception of acknowledging the fundamental role of subnational governments in the development and implementation of sustainable cities. In the State of Rio Grande do Norte, a government program focused on urban development and housing was established in the 2020-2023 Plurianual Plan, linked to the UN's SDG-11 to align the policies executed by the state with the achievement of the SDGs. In this context, this study aims to analyze governmental planning and its contribution to the actions of state actors in implementing the right to sustainable cities, from the perspective of the mentioned program, seeking to provide a better understanding in the analysis of evaluations of public policies related to housing access. To achieve this, a bibliographic and documentary research was conducted, focusing on the analysis of the effectiveness of public policy, assessing whether the goals set in the Plurianual Plan have reached the guidelines for which they were conceived. The main conclusion of the research demonstrated that the practice of governmental planning played a fundamental role in the development and execution of strategies aimed at realizing the right to sustainable cities in the housing development sector in the State, despite a low execution of the goals set in the 2020- 2023 PPA by the executing agency (CEHAB).
