This research aims to evaluate whether state voluntary transfers in Ceará are distributed in such a way as to favor municipalities that bring a higher percentage of votes to the state government in the electoral process. For this analysis, political data from the municipalities of Ceará and data from the state voluntary transfers to 184 municipalities in the period from 2009 to 2018 were evaluated. The data were estimated using the Linear Dynamic Model and the Threshold Effect Dynamic Model, where the dependent variable used was the value of voluntary transfers per capita. From the results obtained through the estimation of the models, it was possible to verify that the municipalities that provided a greater amount of votes to the governor were granted a larger volume of resources from voluntary transfers, and that in years of state elections there is a greater distribution of these resources.
