Resumo: The researchsubject of thisstudy is the conflictinvolving the distribution, access to and use of water in the state of Ceará, with regard to the dispute that pits on opposingsides the hydrointensive industries installed in the Pecém Industrial and Port Complex (CIPP), located in the municipalities of São Gonçalo do Amarante and Caucaia, and the indigenous, native and traditionalcommunities that live in the territoryimpactedby the industries of that complex, with repercussions throughout the state. The prioritygiven to industrial use, to the detriment of the right to water of thesepopulations, who have other uses, may be considered to result in water injustice, since it threatens, oreven, in the extreme, mayhinderaccess to water, a fundamental right of a socio-environmentalnature, for significant portions of the population. Usingthisconflict as a starting point, the aim is to arrive at the triple dimension of the nature of water as a requirement for the attainment of water justice, a nature that unfolds in three fundamental elements: water as a common good, the humanright to water, and water'secologicalrights. This paper will be dividedinto four chapters. In the first, wewillpresent the temporal and spatial framework of the research. In the second chapter, wewilladdress the methodological and theoreticalreferences that supportthisthesis. The thirdchapterwilldeal with the case study, which is the social-hydricconflict with legal repercussions that has pitted industries and the government of the state of Ceará againstindigenous and nativecommunities. Finally, the fourthchapterwilldiscuss the thesis of the triple dimension of the nature of water, in its ecological and social aspects and its repercussions in the legal field. In the conclusion, wewillpresentresults and propositionsbased on the thesis defended.
