The research proposed in this paper is included in the Social Movements, Popular Education and School, that is in the axis Education of Youth and Adults, Social Dynamics in Rural and Urban and Public Policy, into the Graduate Program of the Faculty of Education of the Federal University of Ceará. Its research problem is the confrontation between legislation and reality in school through the identification of progress and setbacks in the National Program for the Integration of Vocational Education with Basic Education Modality Youth and Adult Education - PROEJA at the Federal Institute of Education, Science and Technology Ceara - IFCE. . Has as main objective to investigate the relationship between legislation and how PROEJA is realized today in IFCE - Campus Fortaleza, 2007-2012. The specific objectives are: to know the set of laws that deal directly or indirectly from PROEJA, identify pedagogical actions for vocational training in implementing the program under the law that established it and, finally, to verify whether these practices are in line with the Program. The theoretical framework relies on authors such as Apple (2002), Ball and Mainardes (2011), Ciavatta (1992) - (2011), Ciavatta & Ramos (2011), Colontonio & Silva (2011), Favero (2005), Freitag (2005), Freire (1987), Freire (2006), Frigotto (1999), Kuenzer (1985), Pierro, Jewelry and Ribeiro (2001), Paiva (2003), Saviani (2009) and MacLaren (1997), among others authors who have as their main field of study Education for Youth and Adults, Public Policies for Education and Vocational Education. This is a case study conducted through a qualitative approach with the subject of learners, teachers, managers and technical educational research. The instruments used for information collection were a literature search and document analysis and direct observation in real teaching situations and semi-structured interview. To record, the researcher made use of the observation notebook, recording audio and also used in some cases video recording. The PROEJA in IFCE - Fortaleza Campus is experiencing difficulties as regards their permanence and maintenance of existing courses, since the relationship between learners, teachers and managers presents quite confrontational and quality of vocational training student has presented these compromised on behalf of the related lack of appropriate physical infrastructure issues, as well as the effectiveness of pedagogical actions inconsistent with the needs of students of EJA, beyond the program present a serious deficiency in teacher education Program. All these factors together point to high rates of school dropout. In conclusion, I say that if urgent measures are not taken to reverse this situation in that institution, this program may be terminated for lack of operating conditions, which will be another defeat for the Education of Youth and Adults. |
