They have existed since the late 1700s, public heritage preservation policies only began to focus on the surrounding areas at an international level at the end of the first third of the last century. In Brazil, various efforts have been made to ensure that cultural heritage protection and management bodies have a meaningful role to play in the face of the rapid pace of expansion, urbanisation and the action of the land and property market, which are rapidly transforming the urban scenarios of our medium-sized and large cities. However, the subject is still little discussed institutionally and its practice still lacks better understanding and applicability. In this sense, this research studies built cultural heritage in order to understand the surrounding areas of listed properties, their delimitation, management and use as a preservation tool, in order to present new perspectives and possibilities, based on analyses and propositions about their neighborhoods and the urban agents involved, launching a new look that arises from updating the concepts and activities that take place in these places. The work proposes a theoretical journey that deals with the emergence and evolution of the concept of neighborhood, outlining the understanding and actions of various experts and institutions at national and international level. Furthermore, as an exercise in getting closer to the subject, the surroundings are analyzed as a tool for preserving the cultural heritage of the city of Fortaleza, through a detailed study of the aspects inherent in its delimitation, management and daily application. The research is therefore part of a set of productions that seek a theoretical-practical approach to safeguarding built cultural heritage, making it possible to improve future actions and public policies in the light of new examples and possibilities for preservationist interventions in these areas. |
