The field in which this research set out to act concerns the relationship between the vicissitudes of contemporary Brazilian society and the family. Modernity as a fundamental and structuring moment in contemporary life is explored in its effects and impacts. The premise of this study is that the techniques derived from the development of knowledge produced in and by contemporary society, inspired by modern ideals, have a reflective effect and transform the relationships between family and society. Contemporary Brazilian society is utilized by us from the effects of a modernization process that goes from the colonization to the development of some concepts that seem hegemonic in the West, such as Risk, Control and Performance. From these notions, of European origin and reference, national phenomena are read and interpreted. Such readings justify a set of interventions that order the possibilities of life in contemporary times. Thus, the family registered under the contours of a risk society starts to be criticized by this society through what we call Safeguard-Systems - risk management procedures. These Safeguard-Systems presented in this text take their centrality in the family group and produce effects, which interest us. In this sense, we point out that Public Policies, with emphasis on the Service of Integral Attention to Families - SIAF, are the culmination effects of a historical and social process involving the very consolidation of the Brazilian Nation-State and its place in the current World-System. We analyze how Brazil is inserted in the world order by being associated with the delay problem in which a set of alternatives for this solution are undertaken, also referenced in the logic of a European rationality. The objective of this work, therefore, inspired by the Deconstruction strategy, is the effort to understand the family group's centrality effects in contemporary Brazilian society based on Public Policies. We follow the tracks that allowed the family to become a privileged target of interests in the State's actions, in addition to highlighting how this positioning consists and is sustained in the idea that the family itself is a place for the distribution of modern values, but also that it takes, in order to maintain the bonds of solidarity, the contradictions of the processes involved in the development model assumed by the Brazilian State. Thus, this thesis is based on the fundamental contributions of Anthony Giddens, Ulrich Beck, Hannah Arendt, François Lyotard and Martin Heidegger, with regard to the relationships that make up contemporary society in its nuances. Aníbal Quijano and Enrique Dussel present themselves as important references that help us to understand the crossings of contemporary society in a Latin American scenario. From the Franco-Algerian philosopher Jacques Derrida, we bring the inspiration for the development of the Deconstruction strategy to be used in the analysis of Safeguard-Systems aimed at the Brazilian family. |
