Cities, nowadays, because of their development and population increase have been demanding still more of the natural resources, in this way the organic functioning of the cities is directly linked to environmental degradation. The tool to solve environmental problems in cities is environmental management, however environmental management, as provided by the cycle of the PDCA, takes place in stages and a primary step in the execution of management is planning. Environmental planning emerges as a key tool for solving problems, since it is in the act of planning that one knows the reality, the particularities, if they create goals, objectives and actions for environmental qualification. Regarding the municipality, it can be said that the municipal environmental legislation is the effective planning, since it is from the legislation that has the formulation of policies, plans, among others, so, to legislate it is necessary to know, diagnose and Interpret the territory. Based on this premise, the present work compared the environmental legislation of Fortaleza with the cities of Belo Horizonte, Curitiba and São Paulo in order to diagnose the effectiveness of municipal environmental planning that is implemented through the laws. In the work the municipal laws of each city were raised. The laws were separated into five areas and made a comparative by area and, through this comparison, it was perceived that the city of Fortaleza still has to advance in the environmental planning that is legitimized by means of the laws, because it presents a little significant number of Laws that order, instrumentalize and manage the environmental issue within the municipality, compared to the cities of Curitiba, Belo Horizonte and São Paulo. |
