Motivated to understand the public planning process of the State of Ceará achieved-whether this survey whose primary focus is to make a retrospective of the plans of the Government of the State of Ceará in the last fifty years and primarily through economic analysis individual one of them search the co mmon characteristics that perhaps may exist between them. To achieve the proposed focus was carried out a search that defines itself as to its nature as qualitative, and in relation to procedures used as case study, since it deals with the experience of the State of Ceará. For the case study were collected various types of data and information both bibliographic and documentary as in digital format on websites of the Ministry of planning, the Government of the State of Ceará, the Secretariat of Planning and Management–SEPLAG and the Institute of Economic Research and strategy of Ceará – IPECE about the Governmental Plans, in order to understand the dynamics of these in context in which they occurred. The texts obtained from the data collection have been subjected to comprehensive analysis, specifically the so-called content analysis. As part of the result identified that the common feature is the search plans of full development of the State of Ceará in a process that evolves from creating the necessary infrastructure to develop projects that promote the distribution of income to the reduction of inequalities in the State in relation to Brazil. It was found that in the State of Ceará Government plans, projects are geared to both the infrastructure and social aspects; and suffered influence of historic moment in which they were developed and implemented. |
