Resumo: The present work aims to analyze the strengths and weaknesses of the Teacher Training Program carried out by the Municipal Secretary of Education of Fortaleza, in the performance of teachers, specifically those working in District 1, 4th year of the initial years of Elementary School. It has an exploratory nature based on qualitative approaches, using a quadripolar methodological space. The epistemological pole is based on the foundations of Thomas Kuhn regarding the vision of science and the process of revolution, because when it appears, a new way of seeing the world is born, of explaining it and, in a way, exposing the new and perceive the past more clearly in the analysis. In the theoretical pole, as a field of concepts, it brings the systematic of the object under study constituting a framework of references and reflections on the theory proposed from Thomas Kuhn's concepts and the connections with the representation of pedagogy in the educational process in organizations, assessment of programs and models for evaluating IMPACT and MAIS programs, performing an interface and dialogue with theorists and scholars of the proposal such as Scriven (1967), Vianna (2005), Lima (2005; 2007; 2008), Marinelli; Lima (2010), Pereira (2012), among others. The morphological pole presents the set of the process that enabled the composition of the object and integrates the section of the models used in the proposal of the work, with fundamental support in the view of theorists and listing the structuring of theories and the form of application of the evaluation models, IMPACT and more. The technical pole proposes to expose the details of the data collection, aiming to confront it with the theory, based on the methods and techniques necessary for the investigation of the object under study.
