Resumo: Over the time, with the transformations experienced by the humans, the knowledge has become recognized as a strategic resource for agents, organizations and even nations. Once this is even introduced to products and market, knowledge can be assumed as a source of competitive advantages for the regions. The demand for creation and dissemination of knowledge becomes increasingly as a way to face the coming technological innovations and competitive pressures. Although this factor is not a very well defined economic input, the knowledge add to the new technologies or incorporated to the actors in the form of human capital has become a really key-element in for modern economies. It is very important to identify the elements that may lead to overcoming barriers to expand and to grow up the capacity of regions in generation and dissemination of economically relevant knowledge. Thus, the research attempts to identify expressive elements as the creation and distribution of economically significant knowledge, looking for the planification and sedimentation of a knowledge base, science, technology and innovation. This study is organized in four major sections, in aim to demonstrate the key elements linked to the knowledge economy, as well as focus on the relationship between knowledge and technological innovations, in the first two sections. The synthesis and comparison of key aspects of visions about the knowledge by selected institutions, economy in be found in the second section. While the third section based on the scientific literature and institutional research, we will try to explain the importance of the creation and dissemination of knowledge. The aspects of development of a specific region through knowledge, it is necessary to identify the stage of knowledge inside, in order to recognize components that may affect the capabilities of creating and spreading this. Then, here we propose the existence of three distinguish bases to establish the status of knowledge in a given region: the Human Base, the Scientific Base and the Technological Base. These bases will express important elements about the knowledge factor as a tool for creation and improvement of technologies and innovations, and element capable of precipitating (or curb) growth and economic development. Thus, the components of the three bases are to be interpreted as strategic policy proposition aimed at development, through knowledge elements.
