This essay has as a focus the institutional construction of public policies to support science, technology and innovation in the period between 2003 and 2015, and they performance in Brazil and the Northeast. Using an institutionalist approach, from the perspective of the transformation of development policies, we’ll analyses Brazil’s and Northeast’s development through the ST&I’s point of view, considering it’s rising national relevance, and it’s capacity as a systemic competitiveness tool, strongly influenced by the institutional structure. The bibliographic review, the documental research in various reports and documents from the science, technology and innovation policies, as well the content analysis were the methods used to achieve this essay’s objectives. In the period between 2003 and 2015 a significant expansion of Brazilian efforts in ST&I was verified, however it was limited to instrumental policies execution of fiscal adjustment and economic stability. Both in Brazil and in Northeast, even facing positive data concerning ST&I’s development, the progress was not enough to solve the vulnerability problems as well to reduce the external and internal inequalities presented in the country, that being verified by the permanent relative situation.
