Resumo: The research topic is the Professional Qualification Policy developed in Brazil from the 1990‘s. The theme relates tried it with the issue of regional integration of MERCOSUR, to identify whether the bloc development exercises influence on the politics of professional qualification. The research was developed in three stages: a) characterizing the professional qualification policy in Brazil; b) identification of issues relating to professional qualification in the areas of decision-making MERCOSUR; and c) identifying, within the resolution professional qualification policy in Brazil, themes related to regional integration of MERCOSUR. As methodology, were used the bibliographical review and the documentary research. The bibliographical review based the investigation of crucial issues related to role of the professional qualification as a strategy for reproduction of the capitalist mode of production, and the context of productive restructuring. The documentary research included the three phases of research from analysis of documents regarding the Brazilian policy (documents of the Ministry of Labor and Employment and Minutes of CODEFAT) and the MERCOSUR proposal before the issue of professional qualification (Statements of Ministers of Labor of MERCOSUR, Code of Recommendations Practices for Training and Recommendations of Economic and Social Consultative Forum). From the analysis performed, it was found that regional integration has is not essential issue in the case of professional qualification policy in Brazil. However, given the relative importance of the country in relation to the bloc, and proximity of the themes that permeate discussions in Brazil and MERCOSUR, can infer there is an influence the guidelines of the Brazilian policy on the agenda discussion of the bloc. Some common themes that might be related in two spaces, characterize the new demands of productive restructuring, as attention to vulnerable groups in the labor market and the qualification focused on entrepreneurship. It was also possible to analyze, form documents, some of the challenges posed to deepening regional integration, especially with regard to its social agenda, highlighting the question of asymmetries between the countries of the bloc and of civil society participation in the process of MERCOSUR integration.
