The problem of child labor is presentedindeedas a factalthough there is a special condition of a child as a being in developmentwhat warrants protection for children and adolescents. Facing this factin this research we aim to bring the discussion on child labor as a socialcomplex and multi factorial phenomenonwhich is prohibited by legislation and opposed by country and government actionsbut despite these protective measuresremain alive and present in society. The survey was conducted with data documentation, bibliography and interviews. The work is presented in four chapters. In the first chapter we provide necessary historical and social aspects for understanding the phenomenon in capitalist society and ponder the rights and social protection through the support for international standards. In the second chapter we discuss the phenomenon in a historical overview of Brazilwe analyze the different explanations for the phenomenon of child labor and point out the range of rules concerning child labor and the rules prohibiting its conduct. In the third chapter we bring governmental actions to combat child labor developed by the Federal Government and State Government. In the fourth and final chapter we examine the responsibility of municipalities to combat child laborwe point out the actions aimed at children and youth developed by the city of Ponta Grossa and analyze the legal battle waged between the Ministry of Labor and the Municipality of Ponta Grossa about the actions to combat child labor in the city. |
