Resumo: | This dissertation aims to analyze local development projects: Quilombola‟s Route of Guaxenduba, coordinated by the Extraordinary Secretariat for Racial Equality (SEIR), linked to the Government of the State of Maranhão and the Guaxenduba‟s Route, proposed by the Extension and Development Center (LABEX), from the State University of Maranhão, through its proposals and interventions in the quilombola community of Santa Maria de Guaxenduba, in Icatu-MA. Such projects propose local development through concepts that are not part of the current productive configuration of the community, while the Route managed by SEIR advocates a more technological agricultural model, the Route led by LABEX invests in community based tourism (TBC). The community of Santa Maria of Guaxenduba has in fishing the activity that most arouses the interest of the residents, as it is widely carried out and represents the main source of income in this place. Will be discussed here further, the conflicts between the intentions of these projects and the demands and socio-productive, territorial and cultural particularities of the community will be discussed here. The theoretical instrumentation that conducted this work was the method of historical and dialectical materialism, and the methodological procedures developed were: the survey and analysis on the topic to be discussed, on Icatu and the community of Santa Maria and on categories associated with the research, such as as development and territoriality; meetings with state agencies and institutions to obtain data and information about the development projects underway in Icatu; field work in the quilombola communities Mata, Fazenda and Santa Maria for empirical analysis of issues that needed to be clarified or deepened. The theoretical contributions added to the information collected in loco provided discussions on the discourse and performance of state development projects in a specific reality of the quilombola community of Santa Maria de Guaxenduba |
