Resumo: This research addresses the issue of creating and implementing territorial policies in rural areas of Maranhão, specifically in the Leite Extractive Settlement, which belongs to the municipality of Itapecuru-Mirim. Based on a previous study on the advances and setbacks of territorial policies, there is an interest in studying the application and coordination of these programs, in a more localized manner in this municipality, and, mainly, in raising the issue of how the decision-making process for development projects in settlements is configured in the Territories of Citizenship policy. The Infrastructure Support Program for Rural Territories (PROINF) was the main policy chosen for this analysis, as it is a budgetary measure that finances the acquisition of equipment and the construction of productive projects, with the purpose of collectively leveraging the economies of municipalities in rural territories. The general guiding objective of the research is to analyze how PROINF is configured in the municipality of Itapecuru-Mirim and its participation in the development of the Leite Extractive Settlement. Regarding the research methodology, we opted for historical and dialectical materialism. First, we addressed the issues that led to the creation of territorial policies in Maranhão and the process of creating the Leite Extractive Settlement. Next, we analyzed the insertion of PROINFs through the direct participation of civil society and public authorities as articulators of this policy and highlighted the functionality of these infrastructures. Finally, we discussed the participation of the Leite Extractive Settlers in PROINF, where we observed poor coordination between the development of the policy and the social actors, thus causing a mismatch in the functionality of the program, making it clear that a closer relationship between the policy managers and the settlers is needed.
