Resumo: The use of Information and Communication Technologies (ICTs) by public administration is called electronic government and aims to promote improvements in internal processes and increased efficiency in serving the citizen. In Brazil, e-government was perceived as a way of promoting the application of the main guidelines of the reform in public administration in order to improve interaction with citizens, democratizing access to information, and improve internal functions in providing public services. This proposal achieves the different spheres of government. The central problem addressed in this Master thesis refers to Internet use by municipalities in terms of its ability to provide access to information and local government as a tool to provide online public services. For that, empirical data for this survey, we chose the municipal districts belonging to the Association of Municipalities called the Community of Municipalities of Campo Mourao (COMCAM) and Association of Municipalities of the norther Paranaense (AMUSEP). Aiming to understand the factors that generally involve the delivery of municipal government services online has specified the following objectives: (i) identify information and public services available on the websites of municipalities, (ii) to diagnose the factors involving the offering online services, (iii) organize information and services listed in front of the inherent features of electronic government and management of technology, (iv) propose a model of portal to subsidize the construction of public policies for implementation of electronic government in the municipalities. To achieve the proposed objectives of this research was conducted an exploratory and descriptive, quantitative and qualitative. The research conducted in the first half of 2010 indicated that the 55 selected municipalities, 45 municipalities have websites, showing that 81.81% of municipal governments are prevalent. The secondary data collection was performed on the sites of these municipalities and the analysis indicates that its use results mainly as a resource to disseminate information about the city (84.44%) and institutional news (73.33%). Only 37.77% of municipalities used their websites to provide some service. Then was collected primary data, with the use of interviews in five city halls, with the intention to understand the factors involving the offering of online services. The answers indicate that among the main factors that imply the application of e-government are the financial resources, lack of IT professionals and the population's access to the Internet. The analysis of responses also indicates that the mayor's vision is a major factor to drive actions in modernizing the municipal administration. This paper also presents a proposal for municipal government portal privileging the perspective of e-public services. The proposal is organized into three sections: Institutional Information, Transparency and Provision of online services.
