The present work proposed to investigate the Programa de Desenvolvimento da Região da Associação dos Municípios do Setentrião Paranaense - PRÓ-AMUSEP, as being an experience of Endogenous Development, and that it sorts out the condition of Maringá, as pole, it influences in the process of to turn the plan capable to operate, being known that your influence area is constituted of the 30 cities that compose the AMUSEP. The methodology used in this work it was constituted of bibliographical revision on the theme Regional Development, it collects of data and official documents and application of pré-elaborated questionnaire, of qualitative stamp, to actors with several experiences in regional planning in the north of Paraná. It was verified that the plan is constituted as an experience of Endogenous Development, born of the process of the local agents' learning, appeared starting from the execution of the several development plans initiate in the decade of 1970. In spite of coming as program relatively recent and still in execution phase, the referring notes to the items Articulation of the Actors, Compromising, Democracy and Capacity to be Maintainable, rotate around the continuity of actions of the training of the Social Capital for the breaking of the individualistic conception. Also, it was possible to verify that, in spite importance political, economical and social that the city of Maringá represents in the context of the area, the practical actions of the program don't benefit the pole and yes the cities of smaller load.
