Rosana Hydroelectric Power plant which is located between the administrative boarders of São Paulo and Paraná state, which was founded by the Energy Company of São Paulo (CESP) during a period in which the Brazilian environmental legislation was not set. The CONAMA 001/23rd January 1986 resolution demands from the responsible company social counterparts as a compensation and mitigating circumstances caused by environmental impacts. In the context, there were several local/ regional transformations which led to an intensive alteration process of the landscape in the pre and post phases of feeling in the water tank. Hence, the damaged cities of Paraná State have got together in order to reach financial compensation and a consortium was created. Therefore, the new landscape conditions have encouraged the multiple use of the reservatory as the Costa Rica project. It is a way to stimulate the touristic potentialities.
