Resumo: This paper investigates the effectiveness of the Program Scholarships for High School as a form of inclusive education policy in FASFIL - Foundations and Nonprofit Associations . The methodology applied in the research was the main quantitative , which included data collection on documentary analysis , indexes referring to the students as to the Truancy , School Performance and Approval internal (global average) and external ( specifically in the vestibular - EMU State University of Maringá ) and repetition rate , between 2010 and 2011 . A survey of the socioeconomic profile of households served and identified elements of social vulnerability benefited students was conducted . Performed literature search and qualitative secondary method . The study was performed with whole universe of scholarship and non scholarship students of the Third Year of High School said FASFIL . If condone - the theory that access to education and especially the Middle School is one of the paths to the idealized full citizenship and social transformation . In this sense , revealed a paradoxical hypothesis that: 1) The scholarship program is researched a better chance of inclusion in the student's lower income to Public Higher Education for better prepares you ( in theory ) to access the vestibular system general competition and 2 ) the contradictions found in legislation , mischaracterize the inclusive nature of the program through exclusive features.
