This dissertation addresses the health planning process, particularly in the context of the COVID-19 international health crisis. The general objective is to analyze this process, through the dimensions presented by Jesus (2012) ? sociopolitical, technical-sanitary, managerial and intersubjective ? in the municipality of Mairi, located in the Center-North region of the state of Bahia. The methodological approach used was a qualitative case study type. As a field of research, this study was developed in the aforementioned municipality. Document analysis was used in the production and collection of data, in relation to the products of the planning formulation process (normative and political) that record the decisions adopted, as is the case with Laws, Ordinances, Norms, Plans, Programs and Projects, Manuals and Booklets. Theoretical-conceptual reflections, analyzes and debates were carried out, with the construction of a shared matrix, which are presented in the ?communicative action? triggered within the scope of the planning process and are sometimes expressed in the documents prepared. Data analysis was processed by comparing the documentary analysis with the analysis matrix of the Municipal Health Plan in the four proposed dimensions. When measuring the results, a Conceptual Map was used. The article produced and attached to this dissertation brings the power of the relational dimension to health planning, by characterizing four themes: work management, health education management, communication and management collegiate. The challenges faced refer to resistance to change, little involvement of health professionals in aspects of health management, work management, in addition to communication between actors. The strengths listed were the meetings in short periods and the constant process of ongoing education, through a calendar of activities, and monitoring. It was concluded that the Municipal Health Plan whose planning process took place during the analyzed period is not a rational and normative piece, and it is necessary to negotiate or build relationships, agreements and the promotion of actions for work management and health education as a strategy for democratization, in addition to improving communication and strengthening management committees by sharing decisions. |
