Study about the construction process of Health Local Council (HLC) implantation at the district of Feira de Santana. The aims were to understand the mobilization, organization and structuring processes for HLC construction, to analyze the strategy of work of the individuals that were responsible for HLC construction starting from the population social needs, and to discuss the difficulty(ties), achieve(s), and a(s) possibilitie(s) for the construction/rendering of HLS in defense of health questions. This is a qualitative research, with a critical analytical perspective. The investigation field consisted in the inclusion of six units of family health, at the district, under the process of implantation of HLC, starting from the commissions of health, at the urban area and at the rural area of the district. The techniques of data collection used were semi-structured interviews, systematical observation and documental analysis. The individual of the study consisted of six key informers and 11 members of the Health Local Commissions, comprising 17 individuals. For data analysis, we considered an approach by Hermeneutic and Dialetics, considering the understanding (Hermeneutic) of the dynamic process of the social control. The base is a critical vision (Dialectics) of the relationships established at the reality under construction. Considering data produced, two categories of analysis emerged: Category 1: Understanding social control in the process of formation of HLC; Category 2: Health Local Council of Fair de Santana: a process under still building. From the results of this study, it is visible that still there is, at Feira de Santana, a fragmented and bureaucratized scenery for HLC building. We noticed a real need for empowerment of the individuals that builds such process, so that a transformation of the reality of Unique Health System will occur, legitimating the co-administration of decisions about health questions, with the popular participation. We could also verify that the process of popular mobilization on behalf of the formation of HLC began since 1998 at the district, however till now, it was not rendered. Among that reality, there are political impediments, as lack of effective participation of collective individuals, absence of a permanent process of education, social disinterest. However, although in a slow and gradual mood, some progresses were identified for legitimate the participation, starting from the formation of health commissions (even they are timidly developing activities on behalf of health subjects) and regulation of HLC, assumed by Districtal Council of Health. However, it still did not reach the concretely expression of social protagonism of popular participation in health problems administration. Due to that reality, it is well-known the need to overcome challenges for solidification of the exercise of social control at the district of Feira de Santana. We believe that just with the invigoration of the 'social power' we can mobilize the community for formation of active individuals in the scenery of the Social Control in Feira de Santana. |
