This study is based on the objective of analyzing the operationalization of TECNICENTRO when compared to the experiences of three Technological and Scientific Parks (PTCs) in operation phase in Brazil. To that end, the Triple Helix theory, as an inducer of innovation in Enterprise-Government-University relations, is one of the central aspects, together with the parameters published by the Ministry of Science Technology and Innovation (MCTI) to identify the phases of a PTC: ; implantation; And operation. This is a two-step study: multi-cases in the first stage, together with some Brazilian PCTs and already operational, and in the second stage, the comparison of this to TECNICENTRO. For data collection, interviews were conducted with PTC directors, as well as visits, with field diary annotations and searches on documents made available digitally on the Internet. The Sorocaba PTCs, the Federal University of Rio de Janeiro and the São José dos Campos PTC (external perspective) were selected for accessibility and availability criteria. From the internal perspective, a member of UNICENTRO linked to TECNICENTRO, the Secretary of Industry, Commerce and Tourism of Guarapuava and a local businessman, were involved in the process of implementing the park. As a result, the first relevant aspect is that it was verified that there is the intention of the actors (government, companies and university) to operationalize TECNICENTRO. However, it was identified that in the parks operated the agents that make up the Triple Propeller, although they are in tune, however, this point diverges in TECNICENTRO, considering that actions developed in isolation by the actors. It was also verified that TECNICENTRO is more virtual than real, since its materialization has not yet been observed during this research. In theoretical terms, this study contributes to the practical identification of the interrelation between the actors involved in the triple helix theory, as well as the aspects pertinent to the operational phase of Science and Technology Parks. In applied (practical) terms, the study contributes to the consolidation of the operationalization of TECNICENTRO, in order to present the experiences of PCT already consolidated, as well as to emphasize the relevance of the integration between the actors. As an important recommendation, it is suggested to create a group that involves the three actors of the Triple Propeller to concretize the operation of TECNICENTRO in an effective way. Another contribution is the possibility of replicating the initiatives identified in the other PCTs, in order to apply them to the materialization of the Guarapuava park.
